Global Organisation Overview

Primera is a leading global organisation specialising in designing and operating place-based public–private partnership governance models in key business and commercial districts. Our specialist teams operate and support successful multi-million-pound investment partnerships (known as Business Improvement Districts or BIDs) in the most high-profile areas of Central London.

We operate across a number of local authority areas including Westminster, Camden, Islington, Hackney and the City of London. Our 15 BIDs and partnerships in London represent more than 40,000 businesses, ranging from UNESCO world-heritage sites and world-famous tourist attractions, global businesses to SMEs and startups, as well as over 1 million employees.  To date, Primera’s partnership model has leveraged more than £40 million in private sector investment, contributing to over £6 billion in regeneration activity across central London.

Primera’s team of experts has worked on some of the most innovative transformation projects in many of London’s iconic business and commercial districts. This includes the redevelopment of Kings Cross, the redevelopment of Strand Aldwych into a new civic space for the City, the ongoing development of the “tall buildings cluster” in the heart of the City of London, and the future redevelopment of Victoria Station.

As well as our award-winning operations in the United Kingdom, Primera also currently provides advisory services on the creation of successful place-partnerships to national, state and local government bodies in global business districts including Singapore, Santiago, Paris and Sydney.  We have worked with businesses, landowners and governments over the last two decades to establish and operate successful structures that deliver coordinated investment, economic development and place-based management.  Primera has extensive experience in:

  • Advising government and private sector partners on place-based partnership models
  • Setting up Improvement Districts and partnership governance models
  • Preparing statutory BID proposals and liaising with relevant Government bodies
  • Managing successful ballot processes
  • Designing governance structures and operating models for district organisations
  • Providing detail levy income analysis, modelling and frameworks
