A Strategic Urban Regeneration at the Heart of Muscat

Al Khuwair Downtown is a flagship urban regeneration project designed by Zaha Hadid Architects and led by the Ministry of Housing and Urban Planning of Oman. Located at the geographic heart of Muscat, the site sits at a key intersection between the city’s historic core, its coastline, and major national infrastructure.

This central yet underdeveloped area offers a rare opportunity to introduce density, activate commercial and civic life, and unlock meaningful waterfront access within the capital.

Oman provides a particularly stable and attractive context for investment. The country ranks 4th globally in the 2025 Numbeo Quality of Life Index and is consistently recognised among the safest countries worldwide. With access to more than 105 international trade agreements, Oman connects investors to a market of over 500 million consumers, reinforcing its role as a strategic regional hub.

A New Urban Landmark for Muscat

Al Khuwair Downtown is conceived as a city-shaping development with a substantial footprint and a balanced mix of office, residential, hospitality, retail, and community uses.

As one of three designated areas in Muscat for high-rise development, the project introduces a new vertical dimension through a transit-oriented development (TOD) approach. Its masterplan features a distinctive skyline of landmark towers alongside a major waterfront canal, forming a strong spatial and visual identity.

The scale, density, and architectural ambition position Al Khuwair Downtown as a new focal point in Muscat’s evolving skyline.

A Long-Term Vision for a Resilient City

As part of the Greater Muscat Structure Plan, the project reflects Oman’s ambition to deliver resilient and climate-responsive urban environments.

The development is designed as a compact, mixed-use district prioritising walkability, public life, and connectivity—addressing historic car dependency while enhancing accessibility at the metropolitan scale.

Conceived to evolve over time, Al Khuwair Downtown aims to create lasting urban value and a strong national legacy, while offering investors clarity, scale, and long-term alignment with the Sultanate’s strategic vision.

Governance and Delivery

The project is led by the Ministry of Housing and Urban Planning of Oman, which is driving the regeneration of this key site.

A dedicated Special Purpose Vehicle (SPV) has been established to ensure coordinated delivery and long-term management of the district, covering implementation, governance, asset management, and international promotion.

Located in the heart of Muscat, Al Khuwair Downtown benefits from a highly strategic position between the historic core, the coastline, and key infrastructure.

Adjacent to both the Embassy District and the Ministry District, and in close proximity to Muscat International Airport, the development represents one of the most central and prestigious addresses in the capital.
